In these statements, both Presidents offer litanies of wrongs committed by the 'enemy', thus justifying their actions and helping to further vilify the enemy.

Bush: 'Regrettably, we now believe that only force will make him [Hussein] leave.'
These statements (in addition to what was already said in the respective speeches) allowed each President to make it clear that peaceful measures have been exhausted and that America has no choice but to go to war.
